Description

This PR [1] adds Windows Event Log support, which resembles syslog.

In most cases, this will be preferred over file logging, which can be quite cumbersome on Windows. In-use files can't be moved, which prevents external log rotation.

While running with --resolve-parent, the script "backport-create-issue" noticed that all backports of this issue are in status "Resolved" or "Rejected".
