https://github.com/ceph/ceph/pull/39291 is a hackish fix until we fix the fog image.

Can someone state for the record why or how machines in the middle of active test could be so idle that they can go to sleep?

That's not clear, but it is clear that they did. I'm wondering why we are using a workstation image to run ceph tests?
