mgr/dashboard: when creating a new service, the role of placement and count is not clear in the UI

Description
Placement could be none, host_pattern or label - and yet none is not an option
if host or label is not chosen, shouldn't count must be mandated
if you specify label you don't get a selection of valid labels - so the create fails. Could the labels be shown, to avoid fat-finger moments?
In addition,
- to deploy a service for every host you would specify *, but this is not accepted as a valid character - only an int is allowed. Can this be added with text on the right describing the expected content of count?
- the help text for count "Only that number of daemons will be created." could possible read better as "'Count' determines the number of daemons of this type that cephadm will attempt to deploy"
