Description

For example with the prometheus service installed and running, enter create service for prometheus with a different ID. The create service button is active, and when you click it the message in the top right is service prometheus.<id> created

but it's not (and probably shouldn't have been allowed, anyway)

1 prometheus, 1 grafana 1 alertmanager - if they're active, subsequent requests should be blocked.

to change/modify a service there should be an edit option - create is analogous to new

In addition the rules about placement/count need to be enforced when changing a service. For example in Pacific you can edit the count for mon to 2..which should not be allowed. for mon only count of 3 or 5 (odd numbers) should be supported
