Description

We want to prevent the Dumper from bitrotting like it has been. Figure out a simple and effective way to test the dumper in the nightlies, and add it.

Probably a workunit that makes sure it executes successfully is all we need.

Dumper is used in cephfs_journal_tool_smoke.sh, which I should make sure gets hooked into the QA suite.
