mgr/dashboard: stopping rbd-mirror daemons makes them disappear from the UI

Description

Description of problem

If you stop the rbd-mirror daemons (or they're down for some reason) they no longer show up in the rbd-mirror UI page. This is misleading to the Admin

Environment

  • ceph version string: 16.x (master)
  • Platform (OS/distro/release): Linux, RHEL8
  • Cluster details (nodes, monitors, OSDs): 3 nodes/1mon/9 osds, 2 rbd-mirror daemons
  • Browser used (e.g.: Version 86.0.4240.198 (Official Build) (64-bit)): Firefox

Please add logs and/or screenshots

Expected results

The rbd-mirror daemon state should perhaps come from the orchestrator data - at least that way they'll always be visible whether they are up or down!
