I had the same issue when installing ceph manually. The documentation is not clear that you need "[global]" at the top of the configuration file on step 5 of https://docs.ceph.com/en/latest/install/manual-deployment/

I think it is trying to say that it can't find the [global] section in /etc/ceph/ceph.conf
