Description

Seeing this message:
tick entire containing rack subtree for osd.0 is down; resetting timer

OSDMap::containing_subtree_is_down() is returning true even though entire rack is NOT down.

Caused by 2b8ba7ca23fe7d9ab741b1f4e087f3eb78ef7d1f
