Description

Maintenance windows are a fact of life, so in order to provide a consistent way that ceph hosts are placed into maintenance we should provide a enter/exit maintenance features to the orchestrator. The term maintenance simply means that ceph will terminate and disable it's daemons on the selected hosts, allowing the Admin to safely power the host down for hardware/firmware/racking changes.

This feature starts with a design PR, but once agreed will move to implementation
