Description

The "rados/cephadm" suite in octopus includes jobs that run on the following operating systems for which Shaman does not build packages:

centos 7
rhel 7

This problem doesn't exist in master, so obviously a backport was missed.

REPRODUCER:

1. Create a branch based on octopus, with some change(s) on top
2. Push the branch to ceph-ci and let Shaman/Chacra/Jenkins build it
3. Try to schedule a rados/cephadm run on it
4. Notice that teuthology-suite refuses to schedule it due to missing centos_7 packages

    qa/suites/rados: do not test with el7

    since we stopped building master on el7, there is no need to test
    cephadm with el7 anymore.
