mgr/dashboard: Improve device blinking light functionality

Description

The current utilization of the device identification light probably is not the more adjusted to the real situation in a data center.

It is suggested to change tthe current behavious by the possibility to direct switch on/off the device identification light. In this way the "admin persona" is not forced to "run" to locate the device in less than 15 minutes...

To switch off automatically the identification light just provides a new stress level to the "admin persona". Maybe is more relaxed to do this:
- Switch on the id light of the desired devices:
- Walk calmly to the datacenter, to the place where the device lives.
- Do the maintenance operation required
- Return to the office and switch off the id light of the desired devices

To my knowledge, there was a particular reason why we had to use this timeout instead of a toggle switch. Maybe Volker remembers?

The reason is that the orchestrator interface can not check whether the device light is switched on. So it is not possible for the "admin persona" to check if it is on or off. In case of a maintenance, it might happen that this persona simply forgots to disable the device light after identifying the device. To prevent this situation that the LED is always on, we decided to auto-switch-off the LED after a given time.
