In some table pages, there are heading titles, while in others there aren't. It seems that the criterion is that only pages with multiple tables are titled, as single table pages might be understandable from either breadcrumbs (despite being tiny text), URL, horizontal menu selection, page title. Nevertheless, while the title might be inferred from many sources, for consistency, a table title should be present in all table-driven pages.
