closedtcmu-runner: remove all the stale blacklist entries when opening devices

Description
After the image device lost its lock in one tcmu-runner node, it will be blacklisted to avoid stale writes to corrupt the data. The blacklist entries will be kept for hours until removed after timedout. So in the osdmap, it will be full of these entries and envtually will make the osdmap size very large, which will impact the perf or introduce other issues.
We could remove the blacklised entries once the image is reopened.
