mgr/dashboard: haproxy example config does not work

Description

The haproxy example at https://docs.ceph.com/docs/octopus/mgr/dashboard/#haproxy-example-configuration is not configured to use https to talk to the backends.

haproxy uses http by default but ceph mgr only accepts https traffic.

To configure haproxy to use https to talk to the backends, the `ssl` option needs to be set for each backend.
