Add a force-scrub commands to bump already running scrubs

Description

As it stands a user requested scrub gets first priority to start. However, if existing scrubs are already running, it waits until they finish.

We MIGHT want to add force-scrub, force-deep-scrub and force-repair commands to abort all existing scrubs in the way of starting the user requested scrub.

Maybe repair is always “force-repair”. It could be confusing to the user to do that.
