Description

Somewhat related to the issue I copied this from.

I started with a bootstrap cluster (1 mon, 1 mgr), wanted to add 2 additional mon daemons.

Ran ceph orch apply mon 3, which ended up with the wanted number of daemons. However it moved the existing daemon to another host.

The orchestrator should not move daemons (especially mons) when there is no need to do so. Its inefficient, can cause non-trivial load on the cluster and imho is not what users expect.
