Teuthology should allocate vm's in a more intelligent manner

Description

Vm's are currently allocated sequentially. Today (March 28, 2013) that is not a problem because we are only testing with one physical machine. Once there are several physical machines, it probably makes sense to spread out the allocation of VMs among the various physical machines. This especially makes sense when using the lock-many option on teuthology.lock.
