Description

I add the mgr label to 3 of my nodes.

Then when I run 'ceph orch apply mgr' I expect that mgr is deployed to all 3 nodes.
But when I run the command I keep getting different results, where only 2 nodes have the mgr deployed and sometimes master is one of them.
