If user has ":" in its user_id that user can't have subuser.

since there can exist users with : already, it's not something we can change. where do we require the : format, except for the user's keys?

I have some cases like in radosgw-admin subuser create that we can create subuser with this command:
radosgw-admin subuser create --subuser user:subuser ...
If we can't revoke this I can submit a PR for solving this issue.
