Description

"snaps" can actually bind mount the binaries from their containers into the host OS environment, rather than needing to chroot/ssh into the container

Is that possibly an option for the Ceph toolbox container?

This proposal seems from the early days of cephadm development. In the current impl cephadm shell spawns a ceph container so it's used a toolbox. Closing.
