Description
In order to upgrade when the cephadm binary is installed via a package, mgr/cephadm needs to update the cephadm package on each host after the mgr restarted. This will be interesting, as we need to be able to pull an arbitrary version of the package (assuming we focus on supporting 'ceph upgrade start --ceph-version 15.2.2' or whatever).
This is probably blocked by the build infra changes so that we have a separate set of repos for each point release.
