Description
The snapshot copy and image copy steps should be interruptable. Any step that touches the local image should also be required to request a "start_op" (see existing examples) so that they can be aborted arbitrarily. The end goal is to ensure even if a remote cluster is no longer reachable, we can at least safely close the local image without worrying that it will be referenced by a future op.
This should also add support for local forced-promotion enabled where a new snapshot is locally created to wake-up and then shut down the snapshot replayer.
