RGW's lifecycle processing gets coarse-grained parallelism, but scales only with instances. Permit a tunable number of LCWorker threads to run in parallel within each radosgw instance, as well.

an issue with the backward-compatible encoding was found and addressed in https://tracker.ceph.com/issues/46677 and https://github.com/ceph/ceph/pull/36246, and will need to be included in backports
