Description

When the OSD min compatible version is set to at least octopus, support a new "rbd_read_from_replica_policy" configuration option (enum values for "default", "balance", and "localize"). If enabled, it would also override the behaviour for read-from-parent and read-from-snap (w/o the version restriction).
