Description
While testing a PR i had the need to create a new role that differs in only one option to an already existing user role. Because there is no clone option, i had to open the existing one, check all the settings, create a new role and try to remember which options have been checked in the other role.
I think there are more use cases than that where the possibility to clone an existing user role might make sense.

"Clone" term is already used in the dashboard for a different meaning (see RBDs). Maybe "Create as..." is a more appropriate name for this action.

I'm fine using "Clone" here, since it's a different topic. If we want to avoid it, I wonder if "Copy" or "Duplicate" would also be appropriate?
