Looks like your current version of Redmine already supports this correctly (not sure about the old one).

Existing users can go to their profile page (clicking username in upper right after logging in) or going to:

http://tracker.ceph.com/users/<user id>

and just set the value for:

OpenID URL

I tested with myopenid.com with no issues. I also tested registering via openID and it worked without problems as well.
