ceph-mon --mkfs: public_address type (v1|v2) is not respected

Description

When calling `ceph-mon --mkfs ... --public_address v1:<ip_address>:<random_port>`
the `v1:` type is ignored and the MON is set upped with `v2:<ip_address>:<random_port>`.

We should respect the address type that is passed in `--public_address`

While running with --resolve-parent, the script "backport-create-issue" noticed that all backports of this issue are in status "Resolved" or "Rejected".
