closeddoc: running all tasks now requires install task

Description
It is now required that the install task precede any other task. At the very least this new behavior should have been documented. It might be better that the default behavior is to install required packages so that ``existing-install`` or something is passed as an option or task to use existing Ceph binaries. Note that the example configuration files are now broken.

It would be nice to add "Troubleshooting Teuthology" with most commonly seen errors for any newbie using teuthology for the first time, like paramiko error, or the lock issue , etc...

There is currently a troubleshooting section, but adding to it should probably be a separate ticket. I just opened #5948 to track it.
