Cherry-pick to nautilus has a conflict in src/pybind/mgr/dashboard/tests/test_access_control.py which seems to need 2b76d7690468a6081d28f758d83ae12c16bbf388 which was requested for backport to nautilus via #46837 and subsequently rejected.

Re-assigning to the author of the bugfix.
