Description

- rough QoS tracking for mirror daemons against remote clusters
- apply to journal fetches and mirroring snapshot image syncs
- need to properly throttle across pools / daemons
- use dmclock(like) algorithm to assign throttles across pools, daemons, and images?
 ensure it can support pool and image weights (i.e. give more bandwidth to more important images)
