Description
- mirror image enable should ignore journalling requirement
- primary state in image-meta
- add new 'mirror image snapshot' API/command
- prevent creation of more than a default configured max of mirror snapshots
- option to force create if more than configured max
- use new mirroring snapshot namespace
- one snapshot per registered peer to simplify removal
- force-promotion should revert to last fully applied snapshot
