ceph-deploy: be polite about pushing ceph.conf

Description
If it is not present, push it. If it is the same, do nothing. If it is different, print a nice warning for the user, and provide an option/command (pushconf? --push-conf? both?) to replace the remote copy.

Looks good. The only thing that I had a question about is that if someone is configuring multiple services on one node, they will need to use the override flag ?

Because teh second pass/item would want to write the file? Nope. It only throws an error if the conf file exists AND has different content..
