Description
The heuristics when missing the `type` file is bad, it just defaults to bluestore. We need to detect if there is a journal link or some other means of auto-detection, maybe even fill in the 'type' key if that is not present so that other consumers can stop trying to guess every time there is an activation
The 'type' file is not present in older OSDs deployed by ceph-disk
