closedDownburst: Support for downloading vm images

Description
Need to add support for downburst to download images if the machine does not have them already. This was already supported for ubuntu images but the ubuntu cloud mirror has since dropped its json support which means even ubuntu is broken right now.

This is in wip-imagedownload. I had Dan Mick review the code and he had some suggestions that were just efficiency things. Depending on time constraints I may or may not use said suggestions.

If you don't make the changes I was suggesting, I'll rereview in current form, but I (obviously) think using an HTML parser would help a lot with maintainability.
If you're adamant, let me know.

let's go with the regex version now, and then clean this up later if/when we have time. and the next time around, start with an html parser

Ok. I did do an HTML parser version but its using a deprecated parser so it should likely be re-done to use something better. For now I went ahead and commited my Original one. I will make a new issue for me to re-do it later when things aren't under a crunch.
