Description

For historical reasons, RGW has enforced uniqueness of RGW user stored email address. For at least some sites, enforced uniqueness is not valid. Introduce a config option to omit any uniqueness check.

In future, non-enforcement should probably become the default or even unconditional behavior--will solicit feedback from users.
