open`ceph df` reports misleading information when no ceph-mgr running

Description
When there is no ceph-mgr running, the `ceph df` command reports incorrect (misleading) information. For example, in an rgw set-up, it reported 0 objects, 0 bytes, and no pools even though that was not the case.
Perhaps an error message should be displayed to indicate the issue is no running ceph-mgr. And if there are other subcommands in `ceph` that require a ceph-mgr, perhaps they should also display such an error message.
