Sage writes in https://github.com/ceph/ceph/pull/25800

We're having a hard time root causing http://tracker.ceph.com/issues/21142
and some evidence suggests that it affects pgs that are mostly inactive or
idle. Create some pools that have data but aren't being used in the hopes
that we can reproduce it.

The original issue #21142 is a luminous-only bug report and there's no code fixing it yet.
