openqa: test environment for a cluster/public networking setup

Description
We need tests that run on a ceph cluster where the osds/mons/mdss are configured on a separate cluster network, and the clients are on a public network.
Given the lack of hardware for this, we should probably run on VMs with some switch virtualization, maybe using VDE or similar.

The planas and burnupis actually do have the network for this... it's just a matter of adding hte public/cluster network options to the overrides section, probably. We could do that as a blanket option across the suite run, for instance...

I don't think the networks are segregated in terms of routability though, so we might want a bit more than just using the front and back-side networks.
Shouldn't this be in the teuthology project? :)
