Description

When reading the ceph-mgr RESTful API documentation, there isn't information on how to create an API user. The core information is
enabling the plugin, configuring SSL options, and leveraging endpoints. The documentation can be found here:

I think adding a section of documentation will help clarify to users (like myself) how to add API users/keys.

I'm working on a fix now.
