teuthology doesn't remove 'python-ceph-argparse' on rpm hosts

Description

Running teuthology standalone, I believe it's using the --suite-path definition of packages.yaml to control the install task; that does not include python-ceph-argparse in its list, so it doesn't get removed by name explicitly, and apparently something's wrong with the dependency chain, because it doesn't get removed as a dep either?.. So I suspect this is really a packaging bug, but I'm not sure.

can't be a dependency issue; without clean_requirements_on_remove=1 in yum.conf, yum doesn't remove package dependents.
