Description
Been trying to run teuthology against my cluster using the provided documentation but it's inadequate. Not sure yet if theuthology drifted and needs to be pulled back in or if the readme needs to be updated. This bug will track.

- add "check-locks: false" to example.yaml
- add section to create ~/.teuthology.yaml with nothing in it.
- explain that ssh keys need to be spelled out in example.yaml

keys in example.yaml should be /etc/ssh/ssh_host_rsa_key.pub

Been fixing lots of little bugs that get in the way of usability. Still need to document how to work around #5954 - but I'd rather fix that too.
