This needs something to help clean up the leftovers from older aborts/fails. Can you cover how you think these should be detected/confirmed for removal?

These instances itself should be picked up by stale-instance rm https://github.com/ceph/ceph/pull/24662 ; however for moving a bucket that shows it is always resharding
either by looking at reshard list or metadata get on the current bucket instance, you'd have to manually do a reshard add again with the same or slightly higher shard-num to initiate a new reshard next time and move it out of this status.
