Description

OSD message handling needs to handle messages for pgs between the map epoch creating them and the actual split (should be easy with existing waiting on pg infrastructure).

OSD::advance_pg should handle splits when the appropriate map epoch comes up.

PG history, intervals, and related metadata need to be able to handle split events correctly.
