Description

--mark-down-ratio -- probability that a device (in eligible bucket) will be marked down
--mark-down-bucket-ratio -- probability that a bucket will be eligible

instead of the current range thing, which would be more or less equivalent to a '--mark-down-bucket-ratio .1 --mark-down-ratio 1'
