Description
Right now rados mkpool creates a pool with 8 pgs, which is almost always too few. 'ceph osd pool create' accepts pg_num and pgp_num parameters. These will need to be added to the librados and Objecter apis.

Using a mon cmd to create the pool instead of the specialized function supports setting pg_num / pgp_num.
