one mon seemed hung up on something, another repeatedly calls an election, and the leader keeps thinking it wins.. but the caller doesn't see it.

need to enable config changes via socket to be able to debug this  :(

probable regression from mon bootstrap changes.

this was just a skewed clock. making the log warnings louder.
