Description
This will be used by the dashboard + orchestrator to build out RBD mirroring in containers (where it's not easy to inject ceph.conf files for the remote data centers).

... also ensure that, by default, standard users cannot read these config settings from the mon-config.

... and update ceph-ansible to ensure that the rbd-mirror user caps can read from the keys.
