"ceph -s" MDS output is confusing

Description

If you're running an RBD/RGW cluster without an MDS daemon, having output like

mds e1: 0/0/1 up

is confusing. It seems to say that 1 MDS is up!

Some combination of: not displaying the MDS log until an MDS has booted, spacing out the different statuses and not appending "up" to the end of the line, and not defaulting to max_mds of one would probably be sufficient.

We don't print mds status if there's not an FS any more.
