Description
related to issue http://tracker.ceph.com/issues/23099, the rest admin api expects the marker to be url-encoded. multisite needs to do that for the markers it sends for full sync

I don't think the admin api requires url encoding--though that works; the marker is opaque, and needs to work in document as well as in a query string
