admin/build-doc is always asking the already installed packages.
$ admin/build-doc
admin/build-doc: missing required packages, please install them:
yum install python-devel python-pip python-virtualenv Cython

Hi,
I only get a warnning to install python-pip, while I installed python2-pip.

This issue is found in Fedora release 27 (Twenty Seven) and above.
